After learning of a major drug deal about to go down in Chicago, FBI agent Charles Barker (Patrick Swayze) pressures the imprisoned Albert Saldano (David Roth) for a lead to the buyer.

Told to look for Jimmy Casserly (Michael Vieau), Barker then takes his rookie partner Ellis Dove (Travis Fimmel) to see an informant who tells them Casserly's been arrested by the Chicago Police Department.
